The Anti-Corruption Commission (ACC) has arrested and charged Chama District Education Board Secretary (DEBS), Titus Mbewe, with corruption-related offences involving more than K2 million in school feeding programme contracts.
Mbewe, 56, of Chama District, is facing three counts of corruption-related offences.
ACC Head of Corporate Communications, Joseph Mwenya, confirmed the arrest in a statement issued in Lusaka on Sunday.
Mwenya said Mbewe had been charged with two counts of abuse of authority of office, contrary to Section 21(1) of the Anti-Corruption Act, Chapter 91 of the Laws of Zambia.
He is also facing one count of wilful failure to follow applicable procedure, contrary to Section 34(2)(b) of the Act.

The first two counts allege that between January and December 2025, while serving as DEBS for Mkushi District, Mbewe facilitated payments of K1,424,115 to Frelun Commodities Limited for the supply of white maize.
“He is further alleged to have facilitated payment of K1,073,000 to Ichikwanka Multi-Purpose Cooperative for the supply of dried beans, before the contracts were approved by the Mkushi Council Secretary,” Mwenya said.
Mwenya said Mbewe allegedly authorised full payment to the suppliers before the goods were delivered.
In the third count, Mbewe is alleged to have acted with other persons unknown to facilitate the circumvention of procurement procedures by falsely indicating that the Evaluation Committee and Procurement Committee had evaluated the tenders when they had not.
“The offences are linked to the school feeding programme. Mr. Mbewe has since been released on bond and will appear in court soon,” he said.
