The Anti-Corruption Commission (ACC) has arrested and charged Chama District Education Board Secretary TITUS MBEWE for alleged corrupt practices involving more than K2 million

ACC Head of Corporate Communications JOSEPH MWENYA said Mr MBEWE, 56, has been charged with two counts of Abuse of Authority of Office and one count of Wilful Failure to Follow Applicable Procedure, contrary to the Laws of Zambia.

Mr MWENYA said that between January and December 2025, while serving as District Education Board Secretary in Mkushi District, Mr MBEWE allegedly facilitated payments amounting to more than K1.4 million to Frelun Commodities Limited for the supply of white maize.

He is also alleged to have facilitated payments exceeding K1 million to Ichikwanka Multi-Purpose Cooperative for the supply of dried beans before the contracts had been approved by the Mkushi Council Secretary

According to the ACC, Mr MBEWE further authorised full payment to the suppliers before the goods were delivered.

In the third count, Mr MBEWE is alleged to have acted with other persons unknown to circumvent procurement procedures by falsely indicating that the Evaluation Committee and Procurement Committee had evaluated the tenders when, in fact, they had not.

Mr MWENYA said Mr MBEWE has since been released on bond and is expected to appear in court soon.
