The African Commission on Human and Peoples’ Rights is expected to assess Zambia’s progress in meeting its obligations under regional human rights instruments during its 89th Ordinary Session in Dakar, Senegal.
Minister of Foreign Affairs and International Cooperation, Mulambo Haimbe, has arrived in Dakar to lead a Zambian delegation to the session.
The delegation includes Ministry of Justice Permanent Secretary for Legal Affairs Mwenya Kaela Bwalya and other senior government officials.
According to a statement issued in Lusaka on Friday by Ministry Principal Public Relations Officer Eva Chanda, Haimbe is expected to present three reports on Zambia’s implementation of regional human rights instruments.
“The reporting process enables the African Commission to assess Zambia’s progress in fulfilling its obligations under these regional human rights instruments,” he said.

The reports are Zambia’s Eighth Periodic Report on the Implementation of the African Charter on Human and Peoples’ Rights, the First Periodic Report on the Maputo Protocol on the Rights of Women in Africa, and the Initial Report on the Kampala Convention on Internally Displaced Persons.
Haimbe said the reporting process would provide an opportunity for Zambia to subject its human rights record to scrutiny, account for progress made and challenges encountered, and receive recommendations to strengthen the promotion and protection of human rights.
He said the presentation would also allow the country to account for its achievements and challenges in the human rights sector at the regional level.
“Zambia’s participation in this process demonstrates its commitment to transparency, accountability and the fulfilment of its human rights obligations,” Haimbe stated.
The minister is also expected to respond to questions on cross-cutting human rights issues of interest to Zambia.
He said the development underscored the importance Zambia attached to human rights, the rule of law and constitutionalism at both national and international levels.
Haimbe said Zambia’s participation came days after the country was elected to the United Nations Human Rights Council on October 13, 2026, for the 2027-2029 term, which the government says reinforces its commitment to human rights.
“Zambia remains committed to working with regional and international partners to advance human rights, strengthen accountability and uphold the principles enshrined in the African Charter on Human and Peoples’ Rights,” he said.
Haimbe’s engagement is expected to provide an opportunity for Zambia to highlight its efforts and address concerns relating to the promotion and protection of human rights.
The 89th Ordinary Session provides a platform for African Union member states to be reviewed on their compliance with the African Charter and related protocols.
