The Chongwe Subordinate Court has convicted Chongwe District Health Office Director, Dr. Mweene Nseluke, on 10 counts of failure to declare a conflict of interest involving more than K300,000.
Chongwe Resident Magistrate Francis Sato found Nseluke guilty of all 10 counts, contrary to Section 19(3)(b) and Section 19(9), as read with Section 107 of the Public Procurement Act No. 8 of 2020.
Anti-Corruption Commission (ACC) Head of Corporate Communications, Joseph Mwenya, confirmed the conviction in a statement issued in Lusaka on Wednesday.
In passing sentence on Monday, October 19, 2026, Magistrate Sato fined Nseluke a total of K330,000 for all 10 counts.
The fine was payable within 14 days of sentencing, failing which Nseluke would serve imprisonment terms ranging from three to 24 months, with the sentences running concurrently.

In June 2025, Nseluke, 47, was arrested by the ACC and charged with the 10 counts.
The court heard that Nseluke, in his capacity as Director of the Chongwe District Health Office, participated in a contract by approving payments and personally withdrawing funds from Lukem Prominent Ventures, a company in which he held a direct interest.
The court further established that Nseluke approved payments to the company and personally withdrew the funds, contrary to the laws of Zambia.
The contract, which was intended to cover the servicing and repair of Ministry of Health motor vehicles in Chongwe District, was signed by his sister, Sinikiwe Masuka, on behalf of Lukem Prominent Ventures.
“The Anti-Corruption Commission reiterates that public office must never be exploited for personal gain or to favour business entities in which public officers hold direct or indirect interests,” Mwenya said.
He said public officers should declare any conflicts of interest, adhere to procurement procedures and ensure that all decisions involving public resources were made in the public interest.
