By Arnold Tutu

The Electoral Commission of Zambia –ECZ- has dismissed allegations that it manipulated the allocation of proportional representation seats in favour of the United Party for National Development -UPND.

The allegations, attributed to EMMANUEL MWAMBA’s Facebook page, claim that the Commission unlawfully allocated seats belonging to the National Reconciliation Party for Unity and Prosperity –NRPUP- to the UPND.

In a statement to ZNBC news, ECZ Chief Electoral Officer BROWN KASARO said the redistribution of the seats followed the law and was not an act of political favouritism.

Mr. KASARO said the Electoral Process (Amendment) Act Number 12 of 2026 requires qualifying political parties to submit their lists of nominees within seven days of being allocated proportional representation seats.

He said the law provides that any seat left vacant because a political party fails to submit its list within the prescribed period must be redistributed to another qualifying political party.

The ECZ Chief Electoral Officer said the NRPUP was aware of the number of seats it had been allocated but submitted fewer names than required.

Mr. KASARO said the Commission had met representatives of both qualifying political parties and explained the requirements governing the proportional representation process.

He has urged stakeholders and members of the public to disregard the allegations, describing them as unfounded.
