Amnesty International Africa has urged Zambian authorities to facilitate a medical examination and access to a lawyer for former Petauke Member of Parliament Emmanuel “Jay Jay” Banda following his arrest and transfer to Zambia.
Zambian authorities have confirmed that Banda, a former MP and government critic, was arrested in Mozambique on October 14, 2026, by a joint task force and subsequently brought to Zambia.
Amnesty said authorities should urgently arrange for Banda to be assessed by a qualified health professional, ensure he has confidential access to a lawyer and his family, and disclose the legal basis for his detention.
“Emmanuel is reportedly receiving treatment in hospital but we call on the Zambian and Mozambican authorities to urgently clarify the lawful basis and circumstances of Emmanuel Banda arrest and transfer, details of the operation as well as whether applicable extradition, legal and procedural safeguards were followed,” it said in a statement.
Amnesty said no person should be transferred to a country where they face a real risk of serious human rights violations, including unlawful detention.

“Zambia remains committed to working with regional and international partners to advance human rights, strengthen accountability and uphold the principles enshrined in the African Charter on Human and Peoples’ Rights,” he said.
Haimbe’s engagement is expected to provide an opportunity for Zambia to highlight its efforts and address concerns relating to the promotion and protection of human rights.
