Zambia Revenue Authority signs deal for advanced cargo scanner at Livingstone border
The Zambia Revenue Authority (ZRA) has signed an agreement with United States-based technology company Astrophysics Inc. to install an advanced X-ray cargo scanning system at the Livingstone Border Post as part of efforts to strengthen border security and facilitate trade.
Lusaka, 25 August – ZRA Commissioner General Dingani Banda said the agreement covers the supply, delivery, installation and commissioning of a drive-through cargo scanner at one of Zambia’s key entry and exit points.
Speaking during the signing ceremony in Lusaka, Mr Banda said the project would enhance the authority’s capacity to inspect cargo efficiently while supporting the movement of legitimate goods across the border.
He said the Livingstone project follows the successful deployment of a similar scanner at the Nakonde Border Post in March 2023.
The technology is expected to allow customs officials to examine cargo without physically opening containers or vehicles, strengthening the detection of concealed goods while reducing delays associated with conventional inspections.
Astrophysics Inc. Vice President for Human Resources and Organisational Development Vincent Zayek said the agreement would provide Zambia with advanced non-intrusive cargo scanning technology.
The company is expected to supply and install the equipment, which is designed to improve the efficiency and effectiveness of border inspections while supporting the movement of legitimate trade.
US Chargé d’Affaires Mich Coker described the project as a model for modern border management, saying it demonstrates how security measures can be strengthened without unnecessarily disrupting trade.
Mr Coker said the initiative would support Zambia’s efforts to increase domestic revenue collection, improve the ease of doing business and strengthen the country’s position as a secure regional trade hub.
The Livingstone Border Post is an important gateway for trade between Zambia and its southern neighbours, making the introduction of advanced cargo inspection technology significant for both revenue protection and regional commerce.
