ZLDC Proposes Major Rental Law Reforms

By Honester Mshoka The Zambia Law Development Commission (ZLDC) says significant changes are expected to the legal framework governing rental arrangements between landlords and tenants once the review of the Rent Act and Landlord and Tenant Premises Act is completed. ZLDC Director General HOPE CHANDA said the proposed reforms are intended to provide legal recognition for existing rental practices that are not explicitly covered under current legislation. Mrs CHANDA cited security deposits paid by tenants to landlords as one of the common practices that currently lacks specific legal provisions. Speaking in an interview with ZNBC News, Mrs CHANDA said the Commission has so far conducted consultations in five provinces as part of the review process. She noted that the consultations have also brought attention to the growing number of boarding houses, which are not adequately addressed under the existing legal framework. Mrs CHANDA said the Commission is also proposing measures to help resolve disputes arising from rental arrangements, including disagreements over rental payments and tenancy obligations. She added that provisions in the draft Bills are still being refined and will introduce compliance requirements for both landlords and tenants, following concerns raised during consultations. Mrs CHANDA said the Commission is further proposing a standard tenancy agreement that will be readily accessible to landlords and tenants, clearly outlining the rights, responsibilities and obligations of both parties. She expressed confidence that consultations will be concluded and the draft Bills prepared by early next year before submission to the relevant ministries for consideration. #ZLDC #HopeChanda #RentalReforms #LandlordTenantLaws #AccessToJustice #LegalReforms #HousingSector #ZNBCNews #Governance #ZambiaLaw
