Zambia Revenue Authority (ZRA) is strengthening collaboration with public institutions through integrated digital systems to improve taxpayer identification, information sharing and compliance monitoring, Commissioner-General Dingani Banda has said.

Banda said the authority was pursuing a whole-of-government approach that would enable public institutions to share relevant information and improve the efficiency of revenue collection.

Speaking during the 2026 International Monetary Fund (IMF) and World Bank Group Annual Meetings in Bangkok, Banda said better coordination among public institutions was critical to broadening the tax base and ensuring that all eligible taxpayers were captured in the system.

He said integrating government systems would help ZRA improve taxpayer identification, reduce duplication and strengthen measures against identity-related fraud.

“We need to be much more efficient. We need to expand the tax base,” Banda said, emphasising that the authority was focused on encouraging compliance while treating taxpayers according to their compliance records.

Banda said digital transformation remained central to ZRA’s revenue mobilisation strategy, with the authority expanding the use of Smart Invoice, data analytics and risk-based compliance management.

He added that ZRA was also exploring the use of artificial intelligence to improve efficiency, enhance taxpayer services and support more targeted compliance interventions.

The reforms were aimed at increasing domestic resource mobilisation without imposing unnecessary burdens on compliant businesses and individuals, Banda said.

He noted that stronger information systems would support government efforts to improve transparency, strengthen enforcement and ensure that taxes due were collected effectively.

The push for improved tax administration comes as Zambia seeks to enhance domestic revenue collection under its Medium-Term Revenue Strategy, which prioritises stronger compliance, improved tax administration and the rationalisation of exemptions.

Banda said a modern and integrated tax system would provide government with a more reliable revenue base to finance national priorities, including infrastructure, healthcare, education and agriculture.

He urged taxpayers to support the country’s development agenda by providing accurate information, filing returns on time and embracing voluntary compliance.
