By Mark Ziligone

Government has launched public consultations for the 2027–2031 Medium-Term Revenue Strategy -MTRS, aimed at strengthening domestic resource mobilisation and reducing reliance on borrowing.

Secretary to Treasury FELIX NKULUKUSA says Zambia can no longer rely excessively on borrowing, particularly following the country’s debt restructuring.

Mr. NKULUKUSA says Government had forfeited about K10 billion in tax revenue between 2023 and 2024 through tax reliefs and incentives.

He says the MTRS is not aimed at introducing new taxes or increasing tax rates, but at creating a broader, fairer and more transparent revenue system.

Speaking during the launch, Mr. NKULUKUSA cited low tax compliance, smuggling, tax avoidance and tax evasion as some of the challenges undermining domestic revenue mobilisation.

Meanwhile, Ministry of Finance and National Planning Permanent Secretary MWAKA MUKUBESA said the strategy followed progress made in stabilising the economy.

Ms. MUKUBESA said debt restructuring had exceeded 94 per cent, while the fiscal deficit fell to 3.4 per cent in 2025 and inflation declined to 6.2 per cent in August 2026.
