The Bars and Night Clubs Owners Association of Zambia has urged local authorities to consider amending current operating hours, proposing that nightlife businesses be permitted to operate from 14:00 to midnight. The association argues that these revised hours would better reflect the sector’s peak trading periods and accommodate increased evening and weekend activity.
In an exclusive interview with the Zambian Business Times (ZBT), Association President Peter Mwale emphasized the need for a review of operating hours, noting that current regulations do not align with the realities of the industry. “Instead of opening at 10 hours, maybe we can be opening at 14 then maybe close at midnight,” Mwale suggested.
He said operating hours are just one of several regulatory challenges facing the sector. Under Statutory Instrument No. 86 of 2021, bars are currently authorized to open from 10:00 to 22:00, while nightclubs and social clubs may remain open until midnight.
The Liquor Licensing Act No. 20 of 2011 also allows for extensions under special circumstances, subject to compliance with relevant requirements. Mwale further pointed to rising prices of alcoholic beverages as an additional challenge for business owners, warning that increased costs could hinder sales Addressing concerns over noise pollution and the proximity of bars to residential areas and schools, Mwale stressed the association’s commitment to legal compliance.
“We don’t support lawlessness,” he said, adding that the association stands ready to cooperate with local authories and police maintain order.

He called on relevant authorities to enforce compliance with licensing requirements and to address noise complaints and zoning issues. In addition, Mwale urged stronger action against the smuggling, manufacture, and sale of counterfeit alcoholic beverages, as well as underage drinking.
“Our appeal is to the local authorities and the police to crack down on all those found wanting in selling counterfeit products,” he said. Mwale reiterated that the association does not condone illegal alcohol trade and is committed to ensuring that businesses in the sector operate within the bounds of the law.
