The Zambia Police Service has cautioned the public against the creation and circulation of social media content intended to incite violence, threaten peace and public order.
Police Spokesperson, Godfrey Chilabi, said the service had observed a rise in online material that is both inflammatory and disrespectful toward national leaders.
In a statement issued in Lusaka on Tuesday, Chilabi specifically cited content targeting the President Hakainde Hichilema, describing them as offensive and disrespectful.
He said digital forensic officers were actively investigating all reported cases linked to unlawful online conduct and warned that offenders would face the full force of the law.
“All reported cases are being thoroughly investigated by digital forensic officers. Those found culpable will be firmly dealt with in accordance with the law,” Chilabi said.

He emphasized that while freedom of expression was guaranteed by the Constitution, it does not extend to criminal activity.
Chilabi stressed that the law draws clear limits on what citizens can publish and share online.
“Freedom of expression is a constitutional right. However, this right must be exercised within the confines of the law,” he stated.
Chilabi listed specific forms of prohibited online conduct, including incitement to violence, promotion of tribal hatred, threats, hate speech and other forms of unlawful communication.
“The Zambia Police Service urges members of the public to refrain from creating or circulating content that promotes tribal hatred, incites violence, or threatens public safety,” he said.
Chilabi further encouraged citizens to report any suspected unlawful activity to the nearest police station and reaffirmed the police’s commitment to protecting public safety, maintaining law and order, and enforcing the law fairly and firmly.
